Entry and exit requirements for Port of Melbourne cargo terminals

Entry and exit requirements apply for Port of Melbourne cargo terminals under the Customs and AusCheck Legislation Amendment (Organised Crime and Other Measures) Act 2013 (Cwlth) (the Act).

There are no exceptions to the access requirements.

Port of Melbourne cargo terminals

The following Port of Melbourne common user facilities are classified as cargo terminals under the Act:

  • F Appleton Dock
  • 6 Yarraville
  • 27-29 South Wharf
  • 33 South Wharf
  • Holden Dock
  • Maribyrnong No. 1

Entry and exit requirements

A person must be nominated in writing by the cargo terminal hirer, shipping agent or ship’s Master, as an approved person to enter the cargo terminal. This includes international seafarers.

  • If the person has  a valid Maritime Security Identification Card (MSIC) , issued to them:
    • with  approved electronic swipe card access authority, swiping the card at the card reader will allow entry and exit
    • without  access authority – they must use the visual verification system at the entry gate to identify themselves and display their MSIC to the Control Room Operator to allow entry and exit.
  • If the person is  not an MSIC holder  they must have a Port of Melbourne approved MSIC escort in place (charged in accordance with the  Reference Tariff Schedule ). They must identify themselves and provide photographic proof of identification to the person performing the escort.

How to nominate a person to enter a Port of Melbourne cargo terminal

To nominate staff or contractors with an operational need to enter a Port of Melbourne cargo terminal, send an email to PortOperationsControlCentreSecurity@portofmelbourne.com and ask for a Cargo Terminal Access Request form. Complete all fields and return to the sender.

How to apply for electronic swipe card access

To apply for electronic swipe card access you must hold an MSIC and undertake the Port of Melbourne Online Safety Induction.

To apply, please send an email to PortOperationsControlCentreSecurity@portofmelbourne.com and ask for an Electronic Swipe Card Application Pack.

Then enrol for, and complete the Online Safety Induction (instructions are in the Application Pack).

After successfully completing the induction, email your Induction Certificate of Completion, and your swipe card application form to  PortOperationsControlCentreSecurity@portofmelbourne.com

To collect your swipe card please attend at Holden Dock, 27 Francis Street Yarraville during business hours together with your valid MSIC (allow at least one business day from submitting your application).

Reasons for the requirements

As a cargo terminal operator, Port of Melbourne has a statutory obligation to record and produce to the Department of Immigration and Border Protection on request, the date, time and particulars of every person who enters a Port of Melbourne cargo terminal.
